Phase II of the River District Land Use Master Plan is currently in the visioning process.

Emphasized in this second phase is:
1.Continuation of the RiverWalk trail system adjacent to the river's edge
2.Links and connections with Austin Peay State University and downtown Franklin Street.
3.Target areas for privately developed residential components and a Marina facility

A pre-design document was completed in September 2003 that includes 12 categories:

  • Renovation of the existing Commerce Street Railroad Bridge
  • Connection of the Upland Trail to Valley Brook Park
  • Connection of the RiverWalk with Fairgrounds Park
  • Development of a Marina adjacent to the Fairgrounds Park
  • Connection with existing and future development of Fort Defiance
  • Development of New Public Parks
  • Additional pedestrian overpass bridges at key locations along Riverside Drive
  • Addition of a walking "loop" patch linking the current RiverWalk to APSU and downtown
  • Linkage with targeted Residential development areas along hill top areas overlooking the Cumberland River
  • Promotion of Adaptive Re-use and complementary new In-fill projects at the Warehouse District
  • Promotion of aesthetic upgrades to privately owned properties associated with the River District
  • Development of the west bank and bottom land of the Cumberland River as outdoor activity fields
